Dubai Building Move Permits and NOCs Explained
The paperwork that stops a move dead at the security desk — and how to have it cleared before the truck arrives.
There is a particular kind of Dubai moving day disaster where everything is packed, the crew is on site, the truck is loaded, and building security will not let a single item through the lobby. It happens constantly, and it is always the same cause: no approved move permit.
What is a move-out NOC?
A No Objection Certificate is your building management confirming, in writing, that they have no objection to you moving out. In practice it means your rent is settled, your service charges are clear, and any damage has been accounted for. Without it, most managed Dubai towers will not release the service lift.

Requested is not approved. The single most common failure is assuming a submitted request is a granted permit. Chase it until you have the approval in hand — an email, a reference number, something you can show at the desk. “I applied last Tuesday” carries no weight with a security guard at 7am.
Deposits
Many Dubai buildings hold a refundable moving deposit, commonly AED 500 to AED 2,000, against damage to the lift, lobby or corridors. You get it back after an inspection, which is a good reason to insist your movers fit lift and door protection before anything moves.
What to have ready
- Tenancy contract and Ejari certificate
- Emirates ID copy for the tenant
- Final DEWA bill or clearance for the old property
- Confirmation your rent and service charges are settled
- The moving company trade licence and vehicle details — many buildings ask for these
- Your chosen moving date and time slot
